Commander Smith is a native of Gainesville, Florida. He attended the Naval Reserve Officers Training program at the University of Florida where he earned an undergraduate degree in Mechanical Engineering and was commissioned in 1983.

A Submarine Warfare Officer, Commander Smith has served in afloat assignments as Electrical Officer, Damage Control Assistant, Sonar Officer, and Assistant Weapons Officer in USS DANIEL WEBSTER (SSBN 626 GOLD), Navigator in USS HENRY L. STIMSON (SSBN 655), and Executive Officer in USS TREPANG (SSN 674). He holds Navy sub-specialties in Nuclear Engineering, Strategic Weapons, and Strategic Navigation.

Commander Smith's shore assignments include Submarine Officer Advanced School Instructor and Radiological Controls Officer for Trident Refit Facility, Kings Bay. He hold's a Masters Degree in National Security and Strategic Studies.

Prior to his assignment as Associate Professor of Naval Science at the University of Missouri, Commander Smith served as Chief, Airborne Command Post Branch and Deputy Chief, Satellite Communication Operations Division for Commander, U. S. Strategic Command. In this assignment he led all Battle Staff operations aboard the Command's Airborne "Looking Glass" Command Post, and directed management of satellite constellations providing full spectrum communication capabilities to war fighters around the world.
