Active Duty Enlisted

If you are an active-duty Sailor or Marine, the STA-21 and MECEP programs will allow you to earn your commission through the Naval ROTC program at the University of Missouri-Columbia or Columbia College.

STA - 21 (Seaman to Admiral) Program

The STA-21 Program was derived from the success of the Navy's ECEP Program. In general, it allows currently enlisted navy personnel to receive a Bachelor's Degree of their choice while serving on active duty at the school of their choice. If general eligibility requirements are met, and the program is successfully completed, the individual will receive a commission as an Ensign in the United States Navy . Selection is based on an individual's potential for commissioned service as demonstrated by his/her service record, previous academic record, and evidence of career and academic self-improvement. STA-21 students are eligible to attend the cross-town campus of Columbia College. STA-21 students with orders to University of Missouri NROTC qualify for in-state tuition regardless of current state residency.

Marine Enlisted Commissioning Education Program (MECEP)

The MECEP is designed to provide outstanding enlisted Marines the opportunity to become Marine Corps officers. MECEP is open to all active duty Marines and Marines in the Active Reserve (AR) program who meet the eligibility requirements. Marines successfully completing the program receive a Baccalaureate Degree and a commission as a Second Lieutenant in the United States Marine Corps Reserve. Selection is based on an individual's potential for commissioned service as demonstrated by his/her service record, previous academic record, and evidence of career and academic self-improvement.MECEP students are eligible to attend the cross-town campus of Columbia College. MECEP students with orders to University of Missouri NROTC (9th Marine Corps District) qualify for in-state tuition regardless of current state residency.


Basic Requirements are as follows:

  • At least 20 years of age but less than 26
  • Ranked in the top 50% of high school class or with a GED score of 75
  • SAT minimum score of 1000, ACT minimum composite score of 22, or an AFQT of 74.

Medical

    1. Verify self and dependants are enrolled in DEERS and your information is updated.
    2. Obtain Tricare Prime Remote package and mail in paperwork from current command or the NROTC secretary.  You must be processed prior to the 20th of the month to use Tricare benefits in the following month.

    1. Dental: After registering your dependants at www.ucci.com, you can search the local area for a dentist of your choice or contact ombudsman/key volunteer for a list of dentists.
    2. Medical: Missouri is served by the TriWest branch of Tricare.  Visit www.triwest.com/triwest/default.html for a list of providers.
